What keeps this from falling over when the cat rubs against it?

Well, with my cat she stands on it as she rubs against it so it will not fall over. My cat Trix loves this!!!! Hope that this helps.

Do the bristles fall out as some people have commented on similar products?

We have not experienced any problems with this product. Our cat loves it.

Can it work for a bigger cat? About 15lbs.

I'm not sure if the arch I got was much larger than every else's but my 12 to 14 lbs cats can fit through the arch easily and with room to spare. I have one 13 lb cat the uses the arch to rub down his back. This cat is not short and fat. He is actually tall and lean. So I am guessing that the arches must vary in height.

Will this hurt my cat ?

I can't answer for certain (every cat is different), but it hasn't hurt my cats. It broke (because they were using it so much) and they still love it! They rub their face and bodies on the black scrubby thing.
